The 1991 Dodge Dynasty came equipped with a multi-port fuel injection system that distributed fuel, supplied by the in-tank fuel pump, to each cylinder as needed. As the fuel pump pushed the fuel through the fuel lines towards the injectors, the fuel passed through a filter that removed water, sediment and debris to prevent clogged injectors and costly repairs. Replacement of the fuel filter is a part of routine scheduled maintenance and completed every 30,000 miles.
Instructions

Disconnect the negative battery cable from the battery, located on the driver-side front of the engine compartment, using a 1/2-inch wrench. Block the front wheels by wedging wheel chocks around the front-driver side tire. Raise and support the passenger side rear of the car using a floor jack and jack stands positioned under the rear axle.
2Position drain pan under the fuel filter located on the frame under the passenger side of the car near the front of the fuel tank. Loosen the hose clamp on the fuel line nearest to the outside edge of the filter using a screwdriver. Slide the hose off the filter using a pair of needle nose pliers to twist it as you pull. Allow the fuel to drain into the drain pan.
3Push the remaining line, nearest the center of the filter, onto the filter nipple as far as it will go. Use a screwdriver to push the plastic ring on the quick disconnect fitting into the fitting, while holding the line in place, to release the fitting from the filter nipple. Pull the line off the filter and allow any remaining fuel to drain into the drain pan.
4Unbolt the filter from the frame by removing the 13-mm attaching bolt using a wrench or a socket and ratchet. Drop the old filter into the drain pan.
5Install the quick disconnect fuel line onto the new filter by pushing the centerline onto the nipple until it clicks and can't be pulled off by hand. Push the remaining line onto the filter nipple and tighten the hose clamp securely. Bolt the new filter onto the frame.
6Prime the fuel system by turning the ignition key on and off a few times. Start the engine and check for leaks. Lift the Dodge off the jack stand and remove the stand. Lower the jack slowly until the wheel is on the ground. Test drive the Dynasty to verify the engine runs properly
